The life-cycle of nuclear fuel when the fuel is not reprocessed after being used in a nuclear reactor. The spent fuel is then stored in interim storage or a final repository without reprocessing. The term “open cycle” is not entirely accurate because the fuel cycle can be closed at any time when the decision to reprocess the spent fuel is made.
