An event at a nuclear power plant, or during the handling of radioactive material, that leads to significant consequences to people, the environment, or the facility. According to the IAEA, nuclear and radiological accidents are rated on the international nuclear and radiological event scale (INES) as level 4 to 7. Events of lesser severity are classified as incidents.
